Question about this clip:

After watching this play.  Did you notice A's No. 51 cut the Umpire off of his feet.  Would you have called a penalty?

Football Casebook Play:

(not part of video clip above)

Play: K's scrimmage is coming to rest (read at rest) on R's 35  yard line.  K's No. 11 taps the ball twice, Then R's No. 10 picks up the ball and advances to K's end zone.  The officials tell K's coach that the ball must have been picked up for the ball to be officially dead.  Did they err?

 RULING

RULING: See rule 4-2-2f tells us that The ball becomes dead and the down is ended:

f. When the kickers catch or recover any free kick anywhere, and when the kickers catch or recover a scrimmage kick beyond the neutral zone and when the kickers are first (i.e., before any touching by the receivers) to touch a scrimmage kick after it has come to rest beyond the neutral zone and between the goal lines.

Ruling on Film Clip:

You bet - but not for cutting the Umpire, but for an ineligible down field.
